Bill Analysis

HB 4141 would require the 40-hour statewide education and training program for peace officers on de-escalation and crisis intervention to include instruction on interacting with persons with Alzheimer’s disease and other dementias, including instruction on techniques for recognizing symptoms, communicating effectively, employing alternatives to physical restraints, and identifying signs of abuse, neglect, or exploitation.

Vote Recommendation Notes

Texas Action is neutral on HB 4141 which does not add extra required training hours but rather adds an additional subject to be covered in the current allotted training time.
