Bill Analysis

HB 4136 would permit a person placed on deferred adjudication community supervision for certain misdemeanors to automatically receive a criminal history non-disclosure order regardless of whether or not they have been previously convicted of another offense.

Vote Recommendation Notes

Texas Action is neutral on HB 4136. While expanding automatic non-disclosure orders to more offenders improves their ability to gain employment and housing, it also diminishes personal responsibility to an extent.
