The legislation would waive entrance fees to state parks for certain Texas residents which would result in an estimated twoyear negative impact of $1,296,000 to General RevenueDedicated Funds through the biennium ending August 31, 2023. Bill Analysis

HB 409 would exempt first-responders with certain levels of experience from entrance fees to state parks and hunting or fishing licenses.

Vote Recommendation Notes

Texas Action is opposed to HB 409 on the principles of limited government and individual liberty. While we support honoring our first-responders, we oppose giving special treatment to preferred classes of people. This is inconsistent with the concept of equality under the law and shifts the cost burden for the preferred class to others who do not enjoy the beneficial treatment.
