Bill Analysis

HB 4074 would require the Statewide Behavioral Health Coordinating Council to include statewide suicide prevention efforts in its five-year statewide behavioral health strategic plan. HB 4074 would require the statewide behavioral health coordinating council to create a suicide prevention subcommittee to focus on a statewide suicide prevention efforts using information collected by the council from available sources of suicide data reports. This subcommittee would be required to establish a method for identifying how suicide data reports are used to make policy. Public or private entities would be able to report their data to the commission. 

Vote Recommendation Notes

HB 4074 would grow the role of state government beyond its proper bounds. The functions this bill would require SBHCC to perform are better left to private nonprofit organizations which can likely do the job more effectively and efficiently and would be able to share the product of their research with state agencies and the legislature to advocate for public policy changes. Texas Action opposes HB 4074.
