No significant fiscal implication to the State is anticipated. 

Bill Analysis

HB 3938 would create an industry-based certification advisory council to help align public high school career and technology education programs with workforce needs in the state.

Vote Recommendation Notes

Texas Action is opposed to HB 3938 because it unnecessarily grows government and violates the free market. A new advisory board is not necessary to align career and technology education programs with workforce needs as it is not a proper function of the government to ensure a "workforce ready" outcome for education.
