Estimated Two ­year Net Impact to General Revenue Related Funds for SB1826, As Introduced : a negative impact of ($23,622,023) through the biennium ending August 31, 2023. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. 

Bill Analysis

HB 3931 would create a Texas Competency-Based Education Grant Program for certain students enrolled in competency-based baccalaureate degree programs.

Vote Recommendation Notes

Texas Action is opposed to HB 3931 on the principles of limited government and free markets. Adding grant programs to subsidize higher education will only serve to raise the cost of the institutions and create more burden for the public to pay for their neighbors education.
