Bill Analysis

HB 3915 would require the Public Utility Commission of Texas to establish a process for priority of designation and eligibility requirements for a transmission and distribution utility or an agency that oversees such utilities to designate its facility as critical load. The commission would also be required to make an annual report to the legislature regarding critical load entity designation.

Texas Action remains neutral on HB 3915 as this bill does not impact our liberty principles.
