Bill Analysis

HB 3880 refines certain regulations regarding special education services in public schools. It replaces the term "special services" with "special education," defined as specially designed instruction that is provided at no cost to the parent or person standing in parental relation to meet the unique needs of a student with a disability. The bill also changes the eligibility requirements for a district's special education program. It then changes the means of screening for dyslexia, and lastly, authorizes a district to employ a person to provide services to students with dyslexia without holding a teaching certificate or permit in special education if the person 1) holds the appropriate license/certification or 2) meets the applicable training requirements for the position adopted by the commissioner.
