Bill Analysis

HB 3821 would require mental health programs for veterans to employ and train mental health professionals to assist the Health and Human Services Commission in the administration of the program.

HB 3821 seeks to ensure that health professionals have a say in the administration of the Veteran's mental health program. This represents an administrative change to make this program more effective and inclusive. Texas Action remains neutral but is concerned about any program that provides training and technical services and coordinates mental health services.
