Relating to requirements for public drinking water supply systems and certain rates and fees charged by water supply corporations.

No significant fiscal implication to the State is anticipated. 

Bill Analysis

HB 3802 would require a water supply corporation that provides nonsubmetered master metered water utility service to determine their rates for that service on the same basis they use to determine the rates for other commercial businesses that serve transient customers and receive nonsubmetered master metered utility services. This bill also prohibits a water supply corporation from charging an administrative fee to a recreational vehicle park for services provided.

This bill would also require public drinking water supply systems to to provide the sufficient quantity of water to serve the number of connections in public water supply system.

Vote Recommendation Notes

Texas Action opposes HB 3802 as this bill interferes with free market transactions and restricts individual liberty.
