Bill Analysis

HB 3745 would prohibit a person from using any method, technology, device, or software which would function as a bypass of the purchasing process, disguise the user's identity and allow the person to purchase more than the maximum product per person limit in an online sale.  

The bill would allow the attorney general to investigate claims of violations of the bill and take action against a person believed to be violating or about to violate the stipulations of this bill.

Vote Recommendation Notes

We aren't sure a crime is being committed here, or what the AG's office would be investigating, however we do recommend HB 3745 be amended to remove the "about to violate this chapter" language from the bill. If that language is removed, Texas Action would be neutral on HB 3745.
