HB 3731 would make some revisions to the school accountability system for independent school districts and open-enrollment charter schools that receive an unacceptable performance rating. The bill would revise the timing and circumstances of intervention based on a D rating, including for schools that receive a D rating after having previously received a C or higher rating. The bill would restrict the circumstances under which an open-enrollment charter school may be denied renewal of a charter.
