Relating to public school accountability ratings, including
interventions and sanctions administered to a school district,
open-enrollment charter school, or district or school campus
assigned an unacceptable performance rating.
No significant fiscal implication to the State is anticipated.
HB 3731 would make some revisions to the school accountability system for independent school districts and open-enrollment charter schools that receive an unacceptable performance rating. The bill would revise the timing and circumstances of intervention based on a D rating, including for schools that receive a D rating after having previously received a C or higher rating. The bill would restrict the circumstances under which an open-enrollment charter school may be denied renewal of a charter.
HB 3731 supports limited government by adding some order and consistency to the school accountability process and to the consequences for school districts and open-enrollment charter schools which receive an unacceptable performance rating. Texas Action supports HB 3731.
