Bill Analysis

HB 3717 would exempt a municipality from a requirement to hold an election to allow the sale of a municipal retail water or sewer utility system only if the Texas Commission on Environmental Quality has issued a Notice of Violation to the utility system and the municipal governing body finds the municipality is unable to restore the water or sewer system to compliance with the relevant laws or regulations.

Vote Recommendation Notes

Texas Action remains neutral on HB 3717 as this bill does not appear to impact our liberty principles. That said, this does appear to be sound public policy.
