Bill Analysis

HB 3531 would amend Transportation Code with respect to various aspects of vehicle titling, registration, and license plates for vehicles owned by certain nonprofit organizations. Among other things, this bill would require the Texas Department of Motor Vehicles to place a hold on processing a title application for a motor vehicle if the department receives a request for a hold accompanied by evidence of a legal action regarding ownership of or a lien interest in the motor vehicle. The bill would also expand the purposes for which a nonprofit organization may use a vehicle which is exempt from registration fees.
