Relating to the regulation of the recycling of oil and gas waste

Bill Analysis

HB 3516 would require the Texas Railroad Commission to adopt rules to govern the treatment and beneficial use of oil and gas waste and establish standards for issuing permits for commercial recycling. The bill would also stipulate that related permit applications must be approved or denied within 90 days. Failure to act in that timeframe would result in a permit application being considered approved and allow the applicant to operate under that permit for a period of one year.
