No significant fiscal implication to the State is anticipated. 

Bill Analysis

HB 3489 would require The Texas Education Agency, in consultation with the Health and Human Services Commission, to "develop and distribute model health and safety guidelines that school districts and open-enrollment charter schools may use to determine best practices for the effective integration of digital devices in public schools." The bill lists a number of requirements the guidelines must address.

Vote Recommendation Notes

While we are skeptical of the necessity of statewide model guidelines to address this issue, Texas Action is neutral toward HB 3489 which does not appear to affect our liberty principles.
