Relating to the authority of a county to require photo identification to file certain documents with the county clerk.

Bill Analysis

Under current law, only county clerks in Harris County are allowed to require a person to present a photo ID when filing property records. HB 3415 would eliminate the bracket for Harris County to give this authority to county clerks statewide. 

Vote Recommendation Notes

HB 3415 would strengthen property rights by helping to curb the filing of fraudulent documents.
