HB 3346 would add an indicator for evaluating schools that student preparedness for success in subsequent grade
levels are measured by meeting standards, adopted by
commissioner rule, other than performance on assessment
instruments.
Texas Action is neutral toward HB 3346. There is no doubt that standardized assessments, particularly in the wake of a major education disruption such as that caused by COVID-19, are of questionable value for the purpose of assessing student achievement, however, we are skeptical of increased rule-making authority by agencies outside the legislature.
