The bill would make no appropriation but could provide the legal basis for an appropriation of funds to
implement the provisions of the bill.
HB 3298 would create a grant program by which the commission of education would encourage teachers to obtain computer science certification, professional development, and distribute grants to providers that are working to advance computer science and technology in the teaching profession. The bill would also create a permanent computer science strategic advisory committee with the purpose of providing recommendations for increasing
computer science instruction and participation in public schools.
Texas Action is opposed to HB 3298 on the principle of limited government. A permanent committee such as this (especially one that would cost the public $2 million) is unnecessary when the SBOE can freely consult with subject matter experts at any time.
