Bill Analysis

HB 3282 would allow a district engineer for the Texas Department of Transportation to temporarily lower a speed limit for a highway or part of a highway in a TxDOT district, without approval or permission from the Texas Transportation Commission, if that district engineer determines the speed limit is unreasonable or unsafe. The temporary speed limit would be valid for up to 45 days and may only be extended beyond that by the Texas Transportation Commission. 

Vote Recommendation Notes

Texas Action is neutral on HB 3282. While we prefer that a district engineer not have unilateral authority to lower the speed limit, the authority would only be valid for up to 45 days and would need approval from the Texas Transportation Commission to be extended beyond that time.
