Relating to the participation in and reimbursement from the skills
development fund of certain entities.
No significant fiscal implication to the State is anticipated.
HB 3186 would make the Texas A&M Engineering Experiment Station eligible for participation in the Skills Development Fund to recover costs incurred in the development of customized assessment and training materials for certain in-demand occupations, providing training in partnership with certain other eligible entities, offering statewide training programs that are not available from certain colleges, or as start-up or emergency funds used to develop training programs for businesses or trade unions or to sponsor small business networks. Additionally, the bill would require the Texas Workforce Commission to adopt a procedure under which an employer may obtain reimbursement for certain training or certification completed by their employees.
Texas Action is neutral toward HB 3186 because it does not affect our liberty principles. It would merely expand eligibility for the fund without increasing spending.
