HB 3134 would allow electronic notice by email as a method of serving notice to an individual of a hearing to suspend or revoke the individual's license or permit issued by the comptroller's office. Sending a notice by email to the email address in the comptroller's records would mean that service is complete.
Texas Action is neutral on HB 3134. On the one hand this could be beneficial for reducing expenses related to serving notice, however it may also cause ineffective service to be given. If an email goes to a spam or junk folder it is much less likely that the person will receive or see the notice in a timely manner as compared to service in person or by snail mail.
