Fiscal Notes

Estimated Two­-year Net Impact to General Revenue Related Funds for HB3084, Committee Report 1st House, Substituted: a negative impact of ($736,889) through the biennium ending August 31, 2023. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

HB 3084 would require that the Texas Water Development Board to submit a report to the legislature by December, 1 2024 that proposes a framework for adding a new state planning component to the regional water planning process that would identify and evaluate multiregional water supply projects or provide strategic water reserves for the state’s long-term water needs. The Texas Water Development board must consider the current state and regional plans, unused or new water sources, readily available information about such projects, the potential for such water supply projects beyond a 50 year period, and any other relevant info. The Texas Water Development Board is allowed to consult with an interregional planning council or contract for research or technical services to help develop the framework outlined in this bill.
