Bill Analysis

HB 3012 would allow a nonprofit organization sanctioned by the Professional Rodeo Cowboys Association or the Women’s Professional Rodeo Association to conduct charitable raffles at certain rodeo events. 

Vote Recommendation Notes

Texas Action supports HB 3012 which would expand the ability of nonprofit organizations to conduct charitable raffles in Texas. This legislation and its related constitutional amendment could be improved by broadening the law to remove any restrictions preventing nonprofits from conducting charitable raffles, or capping the number of raffles they may conduct.
