Bill Analysis

HB 298 would allow International Dark Sky municipalities to regulate the use of outdoor lighting within the municipality and the municipality’s extraterritorial jurisdiction. Violations would create a class C misdemeanor.

Vote Recommendation Notes

Texas Action opposes HB 298 on the principle of property rights. Allowing cities to regulate outdoor lighting in this way infringes on the rights of landowners.
