Relating to the composition of and actions transferred by the judicial panel on multidistrict litigation.
No significant fiscal implication to the State is anticipated.
HB 2950 would permit the Judicial Panel on Multidistrict Litigation to consist of former or retired Court of Appeals justices. It would also authorize the Panel to transfer cases in different courts dealing with the same questions of law, rather than only fact, to a single district court. The Panel would be barred from transferring any action brought by the Consumer Protection Division of the Attorney General's office.
Texas Action is neutral on HB 2950 as it does not affect any of our Liberty Principles.
