Bill Analysis

HB 2831 would establish a permanent advisory committee to advise the Commission on Jail Standards and make recommendations on matters related to the confinement in county jail or persons with intellectual or development disabilities.

The duties of this committee will be to monitor and gather data regarding the detention of people with intellectual or development disabilities; provide recommendations and guidelines to local governments on the detention of people with intellectual or development disabilities; and provide biennial recommendations to the State Legislature by December 1st of each even numbered year beginning in 2022.

HB 2831 would also create a training course for law enforcement on detaining and identifying people with these disabilities that will be a minimum of four hours in length.
