Bill Analysis

HB 2821 would require a child in foster care who engaged in delinquent conduct or conduct indicating a need for community supervision to be referred to community juvenile services rather than be prosecuted in juvenile court. Behavior intervention programs at foster care facilities would have to include crisis response training with a goal of limiting law enforcement involvement. If enacted, juvenile boards would have to track certain information related to foster care youth diverted from prosecution.
