Bill Analysis

HB 2710 would exempt a water right permit or portion of a permit, certified filing, or certificate of adjudication from cancellation if nonuse resulted from an executed forbearance agreement that promotes restoration, preservation, or enhancement of instream flows and was entered into by the holder of the permit, certified filing, or certificate of adjudication.

Vote Recommendation Notes

Texas Action supports HB 2710 which is consistent with limited government and property rights because it provides more flexibility to people who hold relevant water rights.
