Bill Analysis

HB 2536 would prevent a court from terminating a parent-child relationship based on a parent seeking an opinion from more than one medical provider relating to the child’s medical care or transferring the child to a new medical provider or health care facility. It would also exclude these acts from the definition of neglect.

Vote Recommendation Notes

Texas Action supports HB 2536 because it would protect parents’ presumption of right over their children and limit government abuse. Courts should not be able to terminate the parent-child relationship on arbitrary or wrongheaded grounds, including reasonable medical decisions made on behalf of the child.
