Estimated Two-year Net Impact to General Revenue Related Funds for HB24, As Introduced: a negative impact of ($212,625,000) through the biennium ending August 31, 2023. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

HB 24 would require, from funds appropriated for the purpose or any other available funds, the commissioner of education to distribute funds to each school district to provide at least one playground in the district that is inclusive and accessible for students with disabilities.

Vote Recommendation Notes

Texas Action is opposed to HB 24 on the principle of limited government. It is unnecessary to mandate this for all districts, as not all districts serve a significant number of students with disabilities. Additionally, the fiscal impact of this act is unnecessarily large given the impact it will have. Districts needing this playground equipment should prioritize their spending and purchase the equipment with available funds.
