Bill Analysis

HB 2490 would allow a minor, a person younger than 18 years of age, who is eligible for a home visiting program to consent to enrollment in and to receive services from a home visiting program.

Vote Recommendation Notes

HB 2490 takes away the rights of parents to choose who is able to come in and visit their children to conduct studies and provide services. HB 2490 violates individual liberty, limited government, and personal responsibility by giving choice to an individual who is legally unable to provide consent. For this reason, Texas Action opposes HB 2490.
