Bill Analysis

HB 2414 would require a person filing property records in a county to present photo identification and would prohibit a county clerk from accepting a document for filing of property records if a person does not have or who refuses to provide a photo identification. 

Vote Recommendation Notes

Currently, a county clerk in a county with a population of more than 3.3 million may require a person who is presenting property records documents for filing to present a photo ID, HB 2414 would change the law to require all such individuals to present a photo ID. This change would strengthen property rights procedures in Texas by ensuring that only eligible individuals make changes to property records. Texas Action supports HB 2414.
