Estimated Two­-year Net Impact to General Revenue Related Funds for HB 2404, As Introduced: a negative impact of ($440,000) through the biennium ending August 31, 2023.

The Comptroller is required to implement the provisions of the bill only if the legislature appropriates money specifically for that purpose. If the Legislature does not appropriate money specifically for that purpose, the agency may, but is not required  to, implement the provisions of the bill using other appropriations available for that purpose.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions.

Bill Analysis

HB 2404 would direct the comptroller to create and make accessible on the Internet a database of information regarding all local development agreements in this state created under Chapters 380 and 381 Local Government Code. Local governments not in compliance with the Comptroller's request for relevant information would be subject to enforceable civil penalties. 

Vote Recommendation Notes

HB 2404 would support limited government by making local economic development agreements more transparent and subject to greater scrutiny. We support HB 2404.
