Bill Analysis

HB 237 would require that, on request by a student, a postsecondary educational institution release the student’s transcript or the student’s certificate of completion of training. The bill stipulates that under certain conditions, an institution must release academic records for students who still have not fulfilled their financial obligation to the institution. A fee would be authorized to cover the cost of releasing the transcript or certificate. 

Vote Recommendation Notes

Texas Action is neutral toward HB 237. Students have some legitimate claim to property rights associated with their academic records, and institutions likewise have a legitimate claim to property rights associated with those records for students who have not fulfilled their financial obligations.
