Bill Analysis

HB 2374 requires the Department of Family and Protective Services to conduct an efficiency audit during the state fiscal year ending August 31, 2022, and every fourth year after that date. This audit will satisfy the department's annual internal audit requirements. Money to cover this audit will be appropriated for administrative and internal audit operations in the state fiscal year the audit is conducted. 

HB 2374 requires that the department's commissioner select an external auditor by March 1 of the state fiscal year in which the audit is required. This auditor shall be independent of the department and will have 90 days after selection to complete the audit. The Legislative Budget Board is required to establish the scope of the audit and the areas of investigation. These areas will include reviewing resources to determine effectiveness and efficiency, identifying costs savings or reallocations, and opportunities for improvement. The auditor shall prepare and submit a report of the audit and recommendations no later than November 1 to the governor, the Legislative Budget Board, the state auditor, the commissioner, the council, and the chairs of the House Human Services Committee and the Senate Health and Human Services Committee.
