Relating to procedures governing declared disasters for the Texas Department of Criminal Justice.

HB 2331 would require the Department of Criminal Justice to
develop an emergency response plan to be relied upon under a future state of
declared disaster. The plan would have to include procedures for evacuating
inmates and employees of correctional facilities and ensuring that inmates
retain access to programs and medical care, among other items. HB 2331 would
establish an advisory board to provide the Department with recommendations for
developing an emergency response plan. The advisory board would be required to
update their recommendations annually.
While having a disaster response plan of the nature described by this bill is certainly a good idea, Texas Action is neutral on HB 2331 as it does not touch directly upon any of our Liberty Principles.
