Relating to the enforcement of parking privileges for people with disabilities; increasing criminal fines; authorizing a fee.
No significant fiscal implication to the State is anticipated.
HB 2309 would increase fines for illegally parking in a parking space or area designated specifically for persons with disabilities.
HB 2309 would also provide a mechanism for a justice court or municipal court to dismiss a charge for parking in a disabled parking spot upon completion of a disabled parking course.
While we are skeptical of the need to increase the already steep fees for the offense of illegally parking in a space reserved for persons with disabilities, we are supportive of allowing a mechanism for such a charge to be dismissed upon approval of a relevant course. For these reasons Texas Action remains neutral on HB 2309.
