If the DMV determines, based on information in the database, that a county tax assessor-collector is authorized to refuse to register a vehicle due to the owner's delinquent status in paying certain fines, fees, or taxes, the DMV would be required to refuse to register the vehicle through its online registration system.
It is not the proper role of state government to act as an enforcer on behalf of counties for overdue taxes, fines, and fees by refusing to process an online vehicle registration. This is inconsistent with individual liberty and limited government. Texas Action opposes HB 2306.
