HB 2275 would create the critical infrastructure resiliency fund to make grants to eligible organizations to increase the resilience of critical infrastructure. This fund has various accounts relating to different types of infrastructure:
The Electric Grid Improvement account would be used to issue matching grants to municipally owned electric utilities, electric cooperatives, transmission, distribution utilities, and vertically integrated utilities to harden and weatherize the power grid.
The Hospital Infrastructure Resiliency Account would be used to make matching grants to municipal, nonprofit and for profit hospitals for the purchasing of a reserve power supply.
The Nursing Home Resiliency Account would be used to make matching grants to convalescent and nursing home facilities for purchasing reserve power supply.
The Dialysis Infrastructure Account would be used to make matching grants to renal disease facilities for purchasing reserve power supply.
This bill would also allow the Texas Water Development Board to use funds from the water loan assistance fund to give out grants for hardening and weatherizing water and wastewater infrastructure in the state.
Texas Action is opposed to HB 2275 on the principle of limited government and the free market. It is not the government's job to give out money to private industry.
