Relating to creating a bilingual special education certification to
teach students of limited English proficiency with disabilities.

HB 2256 would create a bilingual special education certification program for teachers to become certified to
teach students of limited English proficiency with disabilities.
Texas Action is opposed to HB 2256 on the principles of limited government, individual liberty and free market. While we support appropriate education for ESL and/or disabled students, it is unnecessary to require this certification state-wide. School districts and individual campuses are capable of determining whether an applicant is qualified for a bilingual special education program. Requiring a certification will increase barriers to entry for teachers and reduce the pool of available talent to meet these needs.
