Relating to the powers and duties of the Parks and Wildlife Department regarding the Texas Water Trust.

Bill Analysis

HB 2225 requires the Parks and Wildlife Department to encourage and facilitate the dedication of water rights in the Texas Water Trust through lease, donation, purchase, or other means of voluntary transfer for environmental needs, including for the purpose of maintaining or improving instream flows, water quality, fish and wildlife habitat, and bay and estuary inflows.

This bill would also make clear that the Parks and Wildlife Department may not exercise any authority expressly granted to the Texas Water Development Board or the Texas Commission on Environmental Quality under Water Code provisions relating to the Texas Water Bank.

Vote Recommendation Notes

Texas Action remains neutral on HB 2225 as this bill does not impact our liberty principles.
