HB 2182 would standardize the delivery of notice and communications regarding estates. It would define a qualified delivery method in the Estates Code and replace mentions of communication with the new definition. It would also make minor changes to various estate laws, including creating a distinction between community property owned by the deceased or surviving spouse for liability of debts and changing the age eligibility for waiving service of citation in heirship proceedings. If enacted, a person appointed to be a personal representative for an estate would be permitted to make a declaration rather than take an oath.
