Bill Analysis

HB 2168 would repeal a criminal offense related to accepting debit card payment for the sale of certain raffle tickets sold by a professional sports team's charitable foundation.

Vote Recommendation Notes

As HB 2168 modestly relaxes restrictions on charitable raffles conducted by professional sports teams, in alignment with our limited government principle, Texas Action supports the bill. Charitable raffles are not something the state should be regulating at all so any movement in the direction of less regulation in this area is welcome.
