Relating to coverage for childhood cranial remolding orthosis under certain health benefit plans.

Bill Analysis

HB 2134 would require a health benefit plan to cover in full the cost of a cranial remolding orthosis for a child diagnosed with craniostenosis, plagiocephaly, brachycephaly if the child meets certain qualifying conditions. 

The required coverage would have to be no less favorable than coverage for other orthotics under the plan and must be subject to the same dollar limits, deductibles, and coinsurance factors as coverage for other orthotics under the plan.

Vote Recommendation Notes

Texas Action opposes HB 2134 because it violates the limited government and free market principles. While we deeply sympathize with people the bill is intended to help, it is not the proper role of the state to add new mandates to health benefit providers. Such mandates ultimately increase the cost of health insurance and healthcare for everyone.
