Fiscal Notes

No fiscal implication to the State is anticipated.

Bill Analysis

HB 2073 would mandate political subdivisions pay emergency personnel, who have been ordered to quarantine, all employment benefits and compensation, including leave accrual, pension benefits, and health benefit plan benefits as well as costs related to the quarantine, including lodging, medical, and transportation costs and may not reduce their paid sick leave accrual due to time missed while in quarantine.

CSHB 2073 states that a political subdivision may not reduce sick leave balance, vacation leave balance, holiday leave balance, or other paid leave balance in a connection with paid quarantine leave taken in accordance with a policies.

Vote Recommendation Notes

Texas Action is opposed to HB 2073 because it violates our principle of limited government. Local governments should be free to exercise discretion in determining their own employee benefits.
