HB 1907 would require the Texas Department of Insurance to collaborate with and leverage the existing resources and infrastructure of the Center for Healthcare Data at The University of Texas Health Science Center at Houston to establish a statewide all payor claims database to collect, process, and store health care claims information.
At minimum, a payor would be required to annually submit to the center, the name of the health care provider paid by the payor, the type of health care benefits provided by the health care provider, the amount charged by the provider and the amount paid by the payor and patient for the health care benefits.
Texas Action opposes HB 1907 which would grow government at taxpayer expense and create new reporting mandates on payors in violation of our limited government principle.
