Bill Analysis

HB 1897 would require a municipality to provide a landowner with a written disclosure that informs them they are not required to enter an agreement for annexation, the legal authority the municipality has to authorize annexation, and a plain-language description of the annexation procedures and whether those procedures require the landowner's consent. If a disclosure is not provided in accordance with these terms, the agreement made is void.

Vote Recommendation Notes

HB 1897 would require municipalities provide landowners with pertinent information about annexation which would help landowner's make an informed decision regarding their property. This bill supports limited government, individual liberty, and private property rights. For this reason, Texas Action supports HB 1897.
