Bill Analysis

HB 1886 would require the Legislative Budget Board to study safety net programs available in the State of Texas during the five-year period preceding the effective date of this act. This study is designed to streamline program eligibility requirements, resources, and benefits; improve outcomes for recipients; and reduce costs to taxpayers. 

Safety net programs refer to any needs-based state or federal program that provides food, medical or financial assistance to a recipient, including:

• The Child Health Benefit Plan for certain low-income children;
• The Financial Assistance and Service programs;
• The Medical Assistance Programs;
• The Supplemental Nutrition Assistance Program (SNAP)
• The Federal Special Supplemental Nutrition Program for women, infants, and children;
• The Comprehensive Energy Assistance program administered by the Texas Department of Housing and Community Affairs in accordance with the federal Low-Income Home Energy Assistance Act of 1981; and
• The Child Care Services Program operated by the Texas Workforce Commission.

HB 1886 proposes a very broad study to examine every aspect of the welfare system in Texas. It is designed to ensure that the services and benefits provided by the state are cost-effective, productive, fair, and reduce waste. HB 1886 therefore benefits the principles of individual liberty and limited government. Texas Action supports HB 1886.
